How often is it updated?
Once each trading day. Every Form 4 the SEC accepted the previous business day is in the feed by the following morning, with the insider's track record attached.
Is following insider trades legal?
Yes. Insiders are legally required to disclose their trades within a few days. Acting on those public disclosures is completely legal. Trading on private, non-public information is illegal, but that's a different thing.
